NVIDIA-SMI has failed because it couldn't communicate with the NVIDIA driver. Make sure that the latest NVIDIA driver is installed and running

After a day of trying to find the issue, I ended up doing a clean reinstall with ubuntu 16.40, cuda 10.0 and pytorch 1.1. And the issue didn’t come up during the cuda install.
