Windows support for libtorch?

https://pytorch.org/ states that LibTorch is

#Not currently available on Windows.

But there are some issues on GitHub, that assume that it’s possible to build it on windows.

Are there instructions for building libtorch? If there currently is no support, are there plans for adding it?

I have the same question that we can build libtorch on windows or any support to build it on windows?
