Compiled twice on Windows10 to failure

I am stumped as I am staring at the stub.c. I can open the stub.c. I can even make /Tc anything and it will still give the 1083 error. For all I know something didn’t compile right but not sure how to check.

Here is the last command that is trying to sew it all together.
