There is no mismatch between CUDA version then why Is CUDA available: False?

Unclear, but you’ve also never followed up in your cross-posts from here and here so it’s unclear what your actual setup is.

I changed my environment setup. This is my current environment with CUDA runtime version 10.1 and CUDA PyTorch build version 10.1. I also degraded my base environment with same CUDA setting. But still I encounter CUDA false error.
