"PyTorch on Azure" vs "Azure CustomVision AI"

1. I used Microsoft CustomVision AI to do Image classification - damn easy.
2. Now this “PyTorch on Azure” look similar to me.

Which is best in terms of

1. Cost
2. Easiness
3. Any other parameters
