Using pytorch with colab pro 25 GB ram but only has 16 GB all the time

I have been using colab pro for a month, but it only has 16gb when using it. On the upper right, it says it has 25gb, but it only has 16 GB.

I assume the output of Colab mentions the system (CPU) RAM, not the GPU memory.
